Shoura sets gift rules

The Shoura Council has decided on a number of organizational rules to determine how and when government officials can accept gifts offered to them on various official events and visits, according to a website.

Article 2 of the organizational rules says that an official can accept gifts presented during official visits and events or while receiving official guests. This is a requirement of courtesy and protocol on such occasions.

These gifts should not in any case be in the form of cash. If in kind, its value should be known. The person or the organization offering the gift should not have a private or general interest in a matter that in any way is concerned with the official. The receiver of the gift has to reveal the gift to the administration of his organization, said the rules.

Article 4 of these rules say that all gifts received by officials will be the property of the administration and will be kept in its office. For this purpose, a special place will be marked in the office.

However, a first official can receive a gift and keep it with him only if they are perishable and their value is less then SR10,000. People other than first officials can take gifts of the value of less than SR40,000.

Article 5 of the organizational rules say that a gifts committee will be formed by the administration of the office with officials from financial affairs, which will have two employees as its members. The committee will assess and evaluate these gifts, if required. It will seek help from experts as well. The evaluation would be in Saudi riyals.

The gifts will be recorded in a special register made for it by the administration. A mechanism will be made to preserve these gifts and display them. The committee will also recommend whether any gift can be kept in a museum or government offices inside or outside the Kingdom.
