‘Govt bodies stalling on Saudization’

The Ministry of Civil Services said that insufficient numbers of Saudis were available to replace expatriates in the public sector, with 74,000 foreigners currently employed with the government.

The ministry said in a report that there was lack of cooperation by some government bodies to nationalize jobs in some specialties such as health and university jobs.

The report revealed that some government agencies were tampering with the regulations preventing Saudis from assuming responsibilities.

The report also said that certain violations on the part of government agencies regarding the regulation of the position of civil service employees were monitored. It was revealed that some representatives delayed in providing the required information about promotions and failed to provide the ministry with decisions made against its employees.

The civil service faces many difficulties in instilling accountability in government employees and moving toward strengthening performance and productivity.

The report also confirmed that a large numbers of citizens who want to work in the government sector were posing a challenge to the civil service.

The report said that the national cadre qualified in the field of information technology needed to be protected.

The annual report for the financial year 2013\2014, listed difficulties in the fields of salaries and stipends and the lack of information required to study cases.

To resolve these problems, the ministry recommended the importance of e-linkage with all government agencies and public bodies to define all government jobs occupied by expatriates. It stressed the importance of e-linkage with the Ministry of Labor and the National Observatory to define the number of contracted Saudis and the importance of linking educational outcomes and the actual need of the labor force in the public sector.
